Ace Combat 8: Wings of Theve changes objectives mid-sortie and expects you to still have missiles for the last phase. The 13 cheats aim at exactly that: ammo, flares, cooldowns, score and the mission clock.

Why cheats make sense in ACE COMBAT 8: WINGS OF THEVE
Mission 29 goes on after Moon 11 falls, and Mission 30 adds an underwater launch tube once the visible launchers are gone. Run dry before the final phase and you fly back to the runway to rearm, which Mission 28 more or less expects. Mission 7 asks for 24,000 points. The trainer gives you unlimited ammo and missiles, removes missile and flare cooldowns, keeps your plane alive and adds score or mission time.

Late phases need missiles you already spent
Guides for Missions 23, 26 and 28 all plan a return to rearm before the next heavy fight. Unlimited Ammo/Missiles and No Missile Cooldown keep you in the air through every phase. -
Score thresholds and timers
Mission 7 counts toward 24,000 points, and other missions run reinforcement or launch timers. Add Score and Add Mission Time give you room on both, and Sub Score and Sub Mission Time tighten them again. -
