Why cheats make sense in Hearts of Iron 4
Political power gates every advisor, law and focus, and it arrives at a fixed trickle no matter how well the war goes. Below that sit oil, steel, rubber, tungsten and aluminium, each with its own add and subtract switch in the trainer. A campaign rarely breaks because of a lost battle. It breaks because a factory line stood idle for eleven months while you waited for tungsten.

Political power is the real currency
It is the first cheat in the list and one of the nine free ones, with a matching subtract switch. Every advisor, every law change and every national focus runs through it, and the game hands it out at a rate that does not care about your situation. -
Five resources, ten switches
Oil, aluminium, rubber, tungsten and steel each have an add and a sub cheat. That pairing tells you what the game is about: not having enough of one specific thing at one specific moment, and having no quick way to fix it. -
Construction is measured in months
Ten cheats sit in construction alone, next to fast research and production per cycle. A civilian factory takes real time to build, and that time is the difference between a plan that works and one that arrives two years late.
