- Administrative, diplomatic and military power all gate different national decisions and normally accumulate separately. This sets all three at once.
Miscellaneous
- The republic equivalent of monarch power, earned through elections rather than inheritance. This sets it to maximum.
- Min Republic Tradition
- War exhaustion drags stability down the longer a war drags on. This removes that penalty specifically.
- Religious unity affects stability and unrest separately from the political kind. This sets it to full directly.

Why cheats make sense in Europa Universalis 4
Stability gates your decisions, prestige gates your diplomacy, manpower gates your wars, and all three recover at a rate measured in years. Lose a war badly and you spend a decade rebuilding numbers rather than playing. Eleven cheats move a resource and eight move units, which between them cover the recovery period most campaigns are spent in.

Stability and prestige are free
Max stability, 100 prestige and setters for both. These two numbers decide whether your decisions are available at all, and they fall faster than they rise. -
Manpower is the war limit
Max manpower, max sailors, and setters to zero for both. An army is not limited by gold so much as by the pool of men your provinces can supply, which refills slowly. -
Military tradition compounds
100 military and fleet tradition. Better generals come from tradition, tradition comes from winning, and a bad war leaves you with neither.
