Why cheats make sense in Total War: ROME 2
A campaign asks you to hold a province, build it up, and march somewhere else, and each of those steps takes turns you spend clicking end turn. Seven cheats are free here, including both movement switches and city population control, which means the parts that cost patience rather than skill are the ones you can turn off without a plan.

Four cheats compress the turn clock
Recruit, construction and research each drop to one turn, and agents and armies get unlimited movement. In Total War, the strategic layer is mostly a queue, and this is the queue. -
Movement is free, twice
Unlimited movement for armies and for agents are both free cheats. Reaching the province you need to defend is the constraint the campaign map is built on. -
Population overrun goes both ways
Plus one and zero city population overrun are free. Public order and squalor are the systems that punish a province for being successful, and they are why a good campaign slows down.
