Why cheats make sense in Total War: SHOGUN 2
A SHOGUN 2 campaign is won on the map, not in the battles. Recruitment takes turns, construction takes turns, movement is limited per turn, and the realm divide event eventually turns every clan against you at once. Unlimited movement and one turn recruit are both in the free list, which removes the two waits that decide whether you can respond to that.

Unlimited movement is free. On a map where every clan borders two others, reaching a threatened castle a turn earlier is worth more than a better army. -
Recruitment is the bottleneck
One turn recruit and decreased construction time. Replacing losses takes turns you do not have when three clans declare at once, which is exactly what realm divide arranges. -
Generals level slowly
Plus one skill point, zero skill points and fill experience bar. A veteran general changes how a battle resolves, and the game makes you keep him alive for a long time to get one.
