A vault runs on food, water and energy, and each new room raises all three while your dweller count stays the same. The design answer is patience: wait for production, wait for the quest team to walk back, wait for the next rush to fail. The trainer moves the three bars and the timers instead, so the vault you are laying out is the one you get.
